Workforce Housing With Amenities: What Salt Lake’s Alta Vue Project Signals for Boise Multifamily Development
Affordable housing conversations are happening across the Mountain West — and one recent project in Salt Lake City offers a glimpse of how developers are rethinking what workforce housing can look like.
According to reporting by Elisabeth Slay and Cameron Rice in CoStar News (read the original article here: https://product.costar.com/home/news/902178334), a multifamily development known as Alta Vue recently received recognition as a major housing project in the Salt Lake City market.
While the property sits several hundred miles away, projects like this often provide valuable clues about where Boise commercial real estate and multifamily development trends could be heading next.
As the Treasure Valley continues to grow, many of the same housing pressures facing Salt Lake City are starting to appear in Boise as well.
A Workforce Housing Project With Modern Amenities
Alta Vue was completed in March 2025 in Salt Lake City’s Poplar Grove neighborhood, a large residential district located just southwest of downtown.
The project includes 218 apartment units designed for households earning about 60 percent of the area’s median income, placing it firmly in the category often called workforce housing.
The development was built by Alta Bay Capital, a private real estate investment firm based in Salt Lake City that focuses on affordable and workforce housing.
Construction on the roughly 144,700-square-foot building began in 2023.
The project participates in the Low-Income Housing Tax Credit program, a federal incentive that helps finance affordable housing developments across the country.
How the Project Makes Housing More Accessible
The income limits for residents are tied to federal housing guidelines.
Examples of qualifying income levels include:
- One resident earning roughly $51,540 annually
- Two residents earning about $58,920 combined
- Three residents earning about $66,300
- Four residents earning about $73,620
- Five residents earning about $79,560
According to data cited in the report, one-bedroom units rent for about $1,111, which is noticeably below the surrounding market average of roughly $1,599.
That difference — roughly 13 percent lower than typical rents — is designed to make housing more attainable for working households.
Affordable Housing With a Modern Lifestyle
One of the more interesting aspects of the project is how it blends affordability with the types of amenities often associated with higher-end developments.
The property includes:
- a fitness center open around the clock
- shared workspaces and lounge areas
- landscaped courtyards with seating and recreation space
- a dog park and pet care area
- a clubhouse featuring a full kitchen
Inside the apartments, residents have access to features commonly found in newer market-rate properties, including:
- in-unit laundry
- stainless steel appliances
- tall ceilings
- large windows that bring in natural light
Industry observers involved in the project highlighted the importance of designing affordable housing that also focuses on quality of life and sustainable design.
Why This Matters for Boise’s Housing Market
Although Alta Vue is located in Utah, the underlying issue it addresses is extremely familiar to anyone following Boise development and housing trends.
Like Salt Lake City, Boise has experienced rapid population growth over the past decade.
That growth has pushed rents higher while increasing pressure on the supply of attainable housing.
Projects aimed at households earning roughly 60 percent of median income target a group that often falls between traditional affordable housing and market-rate apartments.
These residents may include:
- healthcare workers
- teachers
- service industry employees
- entry-level professionals
For cities like Boise, housing options for this workforce segment are becoming increasingly important.
Why Developers Are Paying Attention
Developments like Alta Vue demonstrate how affordable housing can still include attractive amenities and modern design.
From a real estate perspective, this model often relies on a mix of:
- tax credit financing
- private investment
- partnerships with lenders and housing agencies
In many growing Western cities, these types of partnerships are becoming more common as communities search for ways to expand housing supply without dramatically raising rents.
For Boise, similar projects could become an important piece of the multifamily development pipeline.
Local Insight: A Trend Boise May See More Of
In the Treasure Valley, housing affordability is becoming one of the biggest economic issues tied to growth.
Companies relocating to Boise often ask whether their employees can find housing within a reasonable commute and price range.
That makes workforce housing a critical part of the broader Boise commercial real estate ecosystem.
If employees cannot afford to live near job centers, it can affect everything from retail leasing to office demand.
Developments that blend affordability with desirable amenities — like coworking space, recreation areas, and community gathering spots — could become more common as Boise continues expanding.
In many ways, projects like Alta Vue may offer a preview of the next phase of multifamily development across the Mountain West.
